A product, marketed by Broker Brands through solicitors and house conveyancers, offers up to £1mn for legal and cleanup costs – for a premium of £25 for up to 25 years’ cover. While it is technically possible for local authorities to target the homeowner, where old pollution is discovered, this is an unlikely approach rather than finding the original polluter, or targeting those involved with site development.
