The Criminal Injuries Compensation Board (CICB)
is under attack following two awards arising from a 1996 machete attack on children of St Luke’s School, Wolverhampton. The
appeals panel increased compensation for now-eight-year-old Francesca Quintyne, still requiring further operations for her
facial and other injuries. She has difficulty controlling the muscles around her mouth and suffers persistent nightmares and
hallucinations.
