Report detailed vulnerability of buildings

An Indian government-sponsored study produced the 1998 Report of the Expert Group on Natural Disaster Prevention, Preparedness and Mitigation Having Bearing on Housing and Related Infrastructure’ . This detailed the extent of building vulnerability and recommended a vast programme of retrofitting. Although construction plans must be approved in areas with a population of more than 5,000, there is no effective mechanism to enforce the agreed standards.
