The number of actions started in the High Court in 1999 fell to almost half that of 1998 – from 152,412 to 79,068. This is
by a parliamentary answer from the Lord Chancellor. This could, of course, represent actions rushed in before widespread legal
and procedural changes, as well as the planned outcome thereof.
