Chairman resigns after fines for regulatory infringement

Penalty imposed on Quinn Insurance after failure to disclose loans made to other businesses in the group

Billionaire Sean Quinn has resigned as chairman of Quinn Insurance after IFSRA, the Irish financial regulator, imposed severe penalties on both him and the company for failing to notify it of loans made to other entities in the privately owned Quinn Group.
