Whether French repairer can recover under maritime lien for services rendered in France

A French repair contractor brought suit to recover under a maritime lien for services rendered in France. At the time the work was performed the vessel was registered in Panama. Subsequently the vessel was arrested in the United States in order to enforce the lien.
