Collision action - Apportionment of blame - Relevance of breach of By-Laws

At 20 15 hours on 22 February, 1984 a collision occurred on the North Arm of the Fraser river as the tug Sea Cap XII and its tow, a barge with a cargo of chips, were passing a large tow of logs in tow of the tug, Dorothy MacKenzie , assisted by the tugs Harken No. 5 and Harken No. 6 . The barge struck the Arthur Laing Bridge in clear weather and good visibility.
