Laytime/demurrage - Vessel prevented from berthing due to bad weather after arriving off loading port

At a recent London Arbitration the dispute related to the commencement of laytime where the vessel had arrived off the port but could not berth because of bad weather. The sole arbitrator considered the legal guidelines relating to the following clauses of the Exxonvoy charter:
