Introduction
17.1 States are a significant presence in the international construction and infrastructure market. By 2025, it is anticipated that worldwide capital project and infrastructure expenditure will reach US$9 trillion,2 much of which will be procured by states directly, or indirectly through state entities, owing to the public nature of such works and the access states have to the financial resources necessary to fund large-scale projects.
