Rotenberg v Council of the European Union

Application for annulment of decision of Council - Freezing of assets - Economic sanctions - Decision procedure

On 17 March 2014, the defendant, on the basis of article 29 of the Treaty on European Union, introduced Decision 2014/145/CFSP, freezing assets of natural or legal persons held to be involved in the undermining by Russia of the territorial integrity of Ukraine. The details of the freezing measures were contained in Regulation 269/2014/EU, while a list of persons covered by the measures was contained in Annex 1 of the Decision. The Decision was subsequently amended, on 25 July 2014, by Decision 2014/145/CSFP and Regulation 811/2014/EU in order to amend the criteria on which the measures could be imposed on a particular person. The Decision was further amended on 30 July, inter alia adding the applicant to the list of persons contained in the Annex.
