Who is an agent?

The European Court of Justice has held, in Staatssecretaris van Fianeien v Arthur Andersen & Co (Case C-472/03), that ‘back office’ activities delegated by an insurance company to a consultant are subject to VAT because those services do not form part of the VAT-exempt activities of a broker or agent.This ruling will require modification of the UK's VAT rules.
