Cargo damaged as a result of collision between ships - Whether preliminary acts should be lodged

The plaintiff cargo interests issued a writ in an admiralty action in rem against the defendant shipowners. The writ was indorsed inter alia with a claim that the plaintiffs’ cargo had been damaged as a result of a collision between the vessel carrying the cargo and another vessel owned by the defendants.
