ABSTRACT

Managing projects through a partnering approach seeks to create a co-operative environment through open and non-adversarial communication among the contracting parties. Improved communication enables speedy decision-making and non-adversarial attitudes facilitate problem resolution. However, there are debates as to its true value and its practical benefits need to be demonstrated. This paper describes the successful partnering efforts on the MTR Corporation Ltd (MTRC) Tseung Kwan O Extension Contract 604. MTRC is one of the pioneers in implementing partnering in Hong Kong. The approach of MTRC and the tools used to foster partnering are also discussed.

INTRODUCTION

Embodying the concepts of partnering in the management of construction projects is attracting considerable attention. Partnering is regarded by many as an important management tool to improve quality and programme, to reduce confrontation between parties, thus enabling an open and non-adversarial contracting environment.
