Whether EEC nationals entitled to take British pilotage certificate examination

Actions were brought on behalf of the masters of a number of Danish and German vessels regularly calling at the port of Harwich. The plaintiffs complained about having to be piloted in and out of Harwich by British pilots. It cost the shipowners £300 in and £300 out each trip. The plaintiffs claimed they were entitled to apply for pilotage certificates. If granted, the masters would be able to pilot their vessels in and out of Harwich themselves without employing a British pilot. This would cost only £6 in and £6 out.
